Veronica thymoides ?
I hope this is the right identification since I'd like others to have this plant. When in the open they form tight circles of foliage and flower. When I looked on the web it showed a similar plant but with flowers on a 2 - 3 in stem; mine are right on the foliage. The grey foliage contrasts well with the light, clear blue flowers that are some of the first to bloom in my flagstone walk.
